　　一九四五年，解放战争打响，中国大地战火纷飞。此时的大连得到苏联的援助，维持了表面的和平。但在一派祥和下实则暗流涌动，国民党反动派蠢蠢欲动，伺机破坏我党与苏联红军的接洽。这一背景下，当年因为参加“抗日放火团”而被敌人追捕的女英雄高大霞（佟丽娅 饰）受组织委派回到大连执行任务，意外邂逅了中共干部傅家庄（陈昊 饰）。脾性大相径庭的他们在一次次危机中逐渐成为可靠的战友，也生发了感情，在与国民党的较量中，取得了“夺城之战”的胜利。高大霞屡受冤屈，仍坚定信仰，不忘初心，她胆大心细，识破敌人的阴谋，带领广大人民群众完成了“从草屋到天堂”的“搬家运动”。高大霞和傅家庄等革命战士们以坚定的共产主义信仰同心同力，最终彻底铲除了国民党的残兵顽将。经历了一次次险象环生的磨难，高大霞和傅家庄终成眷属，收获了爱情的果实。
